Legendary Weapons For Dummies

A character's first legendary item will be acquired by completing the quest Vol. II, Book 1, Chapter 9: A Weapon of the Elder Days.
Their second legendary item will be acquired by completing the quest Vol II, Book 1, Chapter 14: Khazad-dûm at Last!.
These first legendary items typically have legacies of high tier and are therefore of good overall quality, although they will have the same DPS as a minimum level 51 item and will only advance to level 40.

A level 65 second age legendary item is the selectable reward for completing the Vol III, Book 3, Chapter 4: Ergothorn Elf-friend quest.

Additional legendary items can be acquired through the following means:


Drops
Humanoid mobs, level 51 and above, even those outside the Mines Of Moria, have a chance to drop random Third Age or Second Age legendary items.
Humanoid mobs, level 61 and above in Mirkwood, have a chance to drop random Third Age legendary items.
Humanoid mobs, level 66 and above in Dunland, have a chance to drop random Third Age legendary items.
Chests in instances inside Moria have a chance to drop random Second or Third Age legendary items.
Chests in instances in Mirkwood have a chance to drop random Third Age legendary items.
Chests in instances in Dunland and Isengard have a chance to drop random Third Age legendary items.


Barter
Humanoid mobs level 51-55 in Moria and Lothlórien have a chance to drop Rusted Dwarf Tools, which can be exchanged for level 53 or 55 Third Age legendary items.
Humanoid mobs level 56 or higher in Moria and Lothlórien have a chance to drop Khuzdul Tablets, which can be exchanged for level 57 or 59 Third Age legendary items.
Certain raid bosses have a chance to drop Bright Emblems of Nimrodel, which can be exchanged for level 59 or 60 First Age legendary items.
Several barter NPC's in camps in Mirkwood will accept Malledhrim Bronze Feathers and give you level 61-64 Third Age legendary items in return.
Several barter NPC's in camps in Enedwaith will accept Silver Tokens of the Wilds and Golden Tokens of the Wilds and give you level 62 and 65 Third Age legendary items in return.
A Relic-master will accept shards and give you level 55, 60, or 65 Third Age legendary items (for your class only) in return.
The Legendary Item Vendor in Skirmish Camps will accept Marks and give you level 75 Third Age legendary items in return.


Crafted
Crafters who are an Artisan of the Guild with their crafting guild can craft Third Age, Second Age, and First Age legendary items, of minimum level 60 or 65.
Crafters who are a Master of the Guild with their crafting guild can craft Third Age, Second Age, and First Age legendary items, of minimum level 75.
Level 65 Second Age legendary items are only available through crafting.
Crafted (aka Reforged) Second Age items require 5 legendary fragments and a Symbol of Celebrimbor.
The Symbol and fragments are not BoA.
There are no dropped/bartered Second Ages legendary items for levels 61-75.
Level 65 First Age legendary items are only available through crafting.
Crafted (aka Reshaped) First Age items require 8 legendary fragments and a Symbol of the Elder King, which can be found in Ost Dunhoth.
The Symbol and fragments are not BoA.
Level 75 Second Age legendary items are only available through crafting.
Crafted (aka Reforged) Second Age items require 5 legendary fragments and a Worn Symbol of Celebrimbor. The Symbol and fragments are not BoA.
Level 75 First Age items are only available through crafting.
Crafted (aka Reshaped) First Age items require 7 legendary fragments and a Worn Symbol of the Elder King, which can be found in The Tower of Orthanc.
